Dual FC-PGA Processors on I820

The boys over at GamePC have gotten their Dual FC-PGA article up. They had some interesting things happened to them when they played Quake3 in "r_smp 1".
Feeling a little confused, we ran tests with Dual 650E Slot-1 procesors on the same machine, and it didn't produce these strange effects. When running Quake III loops on the Slot-1 processors, the system utilized nearly 100% of each CPU when running, but with the FC-PGA's, it would only use around 50-75% of each processor. This leads us to believe that there is something Intel did physically on the chip to disable/mangle SMP on FC-PGA processors.
